Job Summary

We are looking for a Senior Finance & Administration Officer who’s excited about working in a startup environment and is ready to build and take full ownership of our financial operations and system, including financial (donor) reporting and loan book management. This role is ideal for someone with strong financial acumen, an eye for detail, and a hands-on attitude, who thrives in a lean and fast-paced organization.

Key Responsibilities

Financial Management & Business Administration

  • Manage day-to-day finance operations including bookkeeping, accounting, and cash flow management.

  • Co-develop and maintain our financial systems and processes — from daily reconciliations to monthly closings.

  • Monitor and manage our loan book, ensuring accurate tracking of repayments, defaults, and risk trends.

  • Develop and monitor project budgets, and financial forecasts, ensuring financial sustainability.

  • Work closely with and advise management and project teams on financial strategy and reporting.

Financial Reporting

  • Collect, verify, and organize all receipts related to business and project expenses.

  • Prepare financial reports in line with internal organizational and external donor/development partners or CB requirements.

  • Ensure budget requests from staff are properly reviewed and aligned with company budgets and project funding.

  • Accurately track, reconcile, and report all (project) expenses/budgets, highlighting risks and advising on cost optimization.

Compliance & Audit & Controls

  • Ensure compliance with internal financial policies, tax requirements, donor and other stakeholder regulations

  • Prepare for and (co-)manage internal and external audits.

  • Implement audit recommendations and improve financial processes including internal controls and risk mitigation procedures.

Logistics & Procurement

  • Oversee logistics for meetings, field visits, and other project activities.

  • Manage relationships with service providers, negotiate contracts, and ensure payments.

  • Maintain procurement records and ensure transparent supplier selection.

  • Support logistical needs for meetings, field visits, and operational activities.

HR & Payroll Management

  • Draft and maintain employee contracts in line with Rwandan labor laws and other internal and external requirements.

  • Ensure proper documentation and secure storage of employee contracts.

  • Support payroll, leave tracking, and other operational HR functions related to compliance and internal policy.

Qualifications:

  • Bachelor's degree in Finance, Business Administration, Accounting, Economics, or a related field. A master's degree or relevant certification (e.g., CPA, ACCA, PMP) is an advantage.

  • Minimum of 5–7 years of progressive experience in business finance, accounting or financial operations

  • Prior exposure to grant/project administration and donor reporting, preferably towards International Development agencies, is a plus.

  • Experience with a startup, fintech or financial institution, especially loan books is highly desirable.

  • Strong understanding of financial planning, budget management, accounting principles, and cost control mechanisms.

  • Experience in ensuring financial compliance, and preparing financial reports.

  • Knowledge of regulatory and donor compliance requirements for project funding and reporting.

  • Familiarity with donor reporting is helpful, but this is not a donor-only finance role.

  • Experience with procurement processes, contract management, and risk assessment.

  • Ability to analyze financial data, generate insights, and make data-driven recommendations.

  • Comfortable working with digital tools and systems — from spreadsheets to accounting software.

  • Strong problem-solving skills to address financial and operational challenges within project execution.

  • A proactive problem-solver who takes ownership, moves fast, and thrives without constant supervision.

  • Experience with financial modeling, forecasting, and automated financial systems.
