TACTIS, a leading French consultancy specializing in telecom infrastructure advisory, is seeking to recruit a Project Manager based in Kigali, Rwanda. The Project Manager will oversee and manage telecom and digital transformation projects in Africa, ensuring high-quality execution, stakeholder coordination, and strategic alignment with the company's objectives.

TACTIS operates across more than 20 African countries, offering expertise in broadband infrastructure development, strategic planning, infrastructure valuation, and project rollout supervision. Given our presence in Africa and our ongoing projects, we seek a dynamic and bilingual professional fluent in English and French to support our operations in Kigali.

The Project Manager will be responsible for:

Project Coordination and Management

• Lead and manage telecom and digital transformation projects in Africa, ensuring alignment with client expectations and TACTIS objectives.
• Develop and maintain project timelines, budgets, and quality control measures.
• Coordinate multidisciplinary teams (engineering, strategy, finance, GIS, etc.).

Technical and Strategic Advisory

• Conduct feasibility studies, business model analysis, and infrastructure valuation for broadband networks (fiber, 4G, 5G, data centers).
• Support the drafting of digital transformation strategies, smart city plans, and public-private partnership (PPP) frameworks.

Stakeholder Engagement

• Liaise with public authorities, telecom operators (MNOs, ISPs, fiberco, towerco), financial institutions (World Bank, African Development Bank, etc.), and regulatory bodies.
• Represent TACTIS in industry forums, conferences, and high-level meetings.

Reporting and Compliance

• Prepare and present project reports, policy recommendations, and strategic notes to clients and partners.
• Ensure compliance with international best practices and regulatory requirements in telecom infrastructure projects.

Education:

• Master’s degree in Telecommunications, Engineering, Business Administration, Economics, Digital Transformation, or a related field.

Professional Experience:

• Minimum 5-7 years of experience in telecom consulting, project management, or digital infrastructure development.
• Experience working with international organizations, government agencies, or private sector clients in Africa.
• Familiarity with broadband expansion strategies, smart cities, digital public policy, or telecom financing models.

Language Proficiency:

• Fluency in French and English (mandatory).
• Strong communication and negotiation skills in both languages.

Technical Skills:

• Knowledge of telecom networks (fiber, 4G/5G, datacenters, IXP).
• Experience with business modeling and financial analysis for telecom projects.
• Proficiency in GIS tools, data analytics, and techno-economic modeling is a plus.

Soft Skills:

• Strong leadership, problem-solving, and strategic thinking skills.
• Ability to work independently and in multicultural environments.

The Project Manager will report directly to the Managing Director of Africa and International Engineering and work in close coordination with the TACTIS offices in Kigali, Casablanca and France.

• Contract Duration: Indefinite period, with a trial period of six (6) months.
• Start Date: As soon as possible

• Salary range: From 4.000.000 (RWF) Rwandan francs to 7.000.000 (RWF) Rwandan francs, depending on the experience.
